Campus Security and Crisis Response

Jeff Morgan, Director
Hayley Markman, Emergency Management Coordinator

The Department of Security and Emergency Management is comprised of two mission areas that work towards the same goal: keeping UCF secure and resilient.

Security Management
Security Management (SM) was formed in 2014 with the purpose of managing campus-wide security programs. SM is responsible for centralizing and creating standards for installation, maintenance, and usage of security cameras and electronic card access control; overseeing drone policy and drone approvals; managing guard forces; and operating the university’s Global Security Operations Center. SM works closely with UCFPD and the private sector to ensure UCF’s security technology systems meet or exceed industry standards and the needs of the campus community.

Emergency Management
Emergency Management’s (EM) mission is to prepare the university by enhancing partnerships and coordinating all activities necessary to build, sustain, and improve the resiliency of UCF. We do this by having plans to mitigate, protect, and prevent against; respond to; and recover from all hazards.

EM coordinates large-scale emergencies by centrally managing the flow of people, information, resources, and communication. This is done in the university’s Emergency Operations Center (EOC) with the assistance of various UCF departments, known as Emergency Support Functions. Outside of an emergency situation, EM conducts ongoing planning, training, and exercises to ensure UCF is prepared to handle any emergency or disaster.

EM is responsible for developing and maintaining the Comprehensive Emergency Management Plan and Continuity of Operations and Continuity of Government Plan, which are both required by the Board of Governors and Florida Division of Emergency Management. EM works in conjunction with departments to conduct outreach and provide overall emergency guidance to students, faculty, and staff members.

Other responsibilities include assisting departments in the creation of emergency preparedness and response plans; training and exercising departmental emergency procedures; offering guidance for securing office space; and maintaining UCF Alert, the university’s mass notification system.
